MMDA: No need to appear to contest NCAP apprehension

MANILA, Philippines — The Metropolitan Manila Development Authority has assured motorists caught violating traffic rules using the no-contact apprehension policy or NCAP that they can challenge their apprehension even without physically going to the MMDA office.
Erring drivers can “contest what they think is erroneous apprehension,” MMDA Chairman Romando Artes said.
“They just have to click a form on our website. They don’t have to go to the MMDA to contest,” he said in an interview over radio dzBB on Thursday.
Aside from this, Artes said drivers may raise their issues with the MMDA traffic adjudication committee or ask for copies of closed-circuit television or CCTV footage if they are dissatisfied with how the agency decided their case.
He said the MMDA will no longer confiscate driver’s licenses, as this is the mandate only of the Land Transportation Office.
In its advisory, the MMDA said traffic enforcers would no longer run after erring drivers along EDSA, C-5, Commonwealth Avenue, Quezon Avenue, Roxas Boulevard, Ortigas Avenue, Macapagal Boulevard and the Mabuhay lanes, as CCTV cameras for NCAP are installed in these areas.
Violations caught on CCTV will be “reviewed and validated” before the agency issues notices of violation.
