Quezon town councilor held for kidnap, rape

LUCENA CITY, Philippines — Operatives of the police Criminal Investigation and Detection Group (CIDG) and local police arrested on Monday night an incumbent councilor of Lopez town, who was charged with kidnapping and serious illegal detention with rape.

Police said Arkie Manuel Yulde, a resident of Barangay Burgos, was apprehended at his house at about 7:30 p.m. based on warrants issued by Judge Roselyn Andrada-Borja of the Regional Trial Court Branch 53 in Rosales, Pangasinan.

Yulde will be detained at the Bureau of Jail Management and Penology in Balungao town while his case is being tried.

The 18-year-old victim was assisted by the Citizens Movement Against Corruption, Crime, Illegal Drugs and Gambling in filing the case before the provincial prosecutor’s office on May 14.

It was learned that the victim was a former household helper of Yulde and his family.

The councilor allegedly offered to bring the victim to a bus terminal after she asked permission to take a vacation in her home town in Abra, but instead brought her to a hotel in Rosales.

The victim said she was detained and repeatedly raped at the hotel from April 17 to 20.
