MANILA, Philippines — The syndicated estafa charges filed against 13 police officers tagged in an investment scam in Soccsksargen last year have been dismissed by the regional prosecutor’s office.

The police officers, including Col. Manuel Lukban Jr., Lt. Col. Henry Biñas and retired Col. Raul Supiter, were relieved from their posts in March last year over an alleged P2-billion investment scam that victimized hundreds of police officers.

More than P500 million were reportedly collected from police officers who availed themselves of the so-called PlanProMatrix (PPM Co.) or Pulis Paluwagan program.

Prosecutors had earlier found probable cause to charge Mark George Naval, founder and proprietor of PPM Co., and his staff with five counts of syndicated estafa.

The camp of the respondent police officers said evidence submitted before the regional prosecutor’s office identified Maj. Michael Elopre and Cpl. Jeanette Dosdos as those who amassed millions from the scam.

“However, Dosdos... was freed of any charges since she was excluded by Rasco,” the police officers said, referring to former regional police director Eliseo Rasco, who ordered the filing of charges.

The accused also cited a certain Pat. Joy Kristine Rojas who was reported missing. A recorded conversation allegedly caught Rasco threatening to kill Rojas “if she will not give false testimonies about the scam.”
