218 motorists cited over GCQ breach

MANILA, Philippines — At least 218 motorists were issued citation tickets in the first four days of the general community quarantine (GCQ) in Metro Manila, the police Highway Patrol Group (HPG) said yesterday.

HPG director Brig. Gen. Eliseo Cruz said the motorists were cited for being on the streets despite not being allowed to be outside, based on quarantine guidelines.

Other motorists were authorized to be on the streets but were still sanctioned for driving together with an unauthorized person.

Cruz said people, even if they are authorized, will be issued citation tickets if they are caught with minors and senior citizens, who are not allowed to leave their homes due to the risk of contracting the coronavirus disease 2019.

In a radio interview, Cruz warned that if a motorist is accompanied by someone 20 years old and below, they could be issued a ticket by the HPG.

PNP deputy chief for operations Lt. Gen. Guillermo Eleazar said while they are now allowing locally stranded individuals to return to their homes, they would be extra cautious when it comes to minors and the elderly.

Police on the ground will give some leeway for humanitarian considerations, he added.
