MANILA, Philippines — A partial truck ban will be implemented next year along C-3, Road 10 and Northbay Boulevard to ease the flow of vehicular traffic due to the construction of the Harbor Link Segment 10 in Navotas.

Mayor Toby Tiangco signed an order that will impose a truck ban from 6 a.m. to 10 a.m. and 4 p.m. to 8 p.m. effective Jan. 1, 2020.

“Through the truck ban, we hope we will be able to ease traffic and make commuting less burdensome for our people,” Tiangco said in a statement.

The North Luzon Expressway or NLEX Corp. is constructing the 2.6-kilometer C3-Caloocan to R10-Navotas section of the Harbor Link Segment 10.

The project has stalled traffic in Navotas. Buses and trucks ply the busy thoroughways.

“We anticipate that the constructions will adversely affect traffic flow. We want to be ready for this that’s why we deemed it necessary to implement a limited truck ban to reduce traffic congestion,” Tiangco said.

The Harbor Link Segment 10 is an elevated expressway connecting C-3 in Caloocan to the NLEX’s Karuhatan exit in Valenzuela.

It seeks to cut the usual one hour travel time from the Manila port to NLEX to just five minutes.
