Isko Moreno dislodges Erap from Manila City Hall

MANILA, Philippines (2nd update, 11:32 a.m.) — Manila Vice Mayor Francisco “Isko Moreno” Domagoso defeated Mayor Joseph "Erap" Ejercito Estrada, depriving the former president of a third term at Manila City Hall.

As of 5:30 a.m. on Tuesday, Moreno enjoyed a wide margin, receiving 348,425 votes cast against Estrada's 204,084. Alfredo Lim, who similarly served as Manila mayor in the past, earned 134,631 votes despite running under Duterte-led ruling party PDP-Laban.

As of press time, Moreno is awaiting proclamation by the Commission on Elections.

In a video, Estrada appeared to have accepted defeat and said: "The voice of the people is the voice of God." On Tuesday morning, he denied conceding defeat, noting that surveys have consistently projected him as winner.

Moreno was an undersecretary of the Department of Social Welfare and Development from May to October 2018, when he resigned to run for Manila mayor. Before his brief time at the DSWD, he was director, chairman and CEO of the North Luzon Railways Corp. (Northrail).

Moreno was Estrada's vice mayor from 2013-2016 and ran for senator in the 2016 elections. He placed fifteenth in a race for 12 seats.

Estrada's loss in Manila mirrors a related loss in San Juan City, where he was mayor from 1969 to 1986. On Monday night, the city's board of canvassers proclaimed former Vice Mayor Francis Zamora the winner of the mayoral race against Vice Mayor Janella Ejercito, Erap's granddaughter.
