LTFRB allows pets in PUVs

MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) will now allow the transportation of pets inside public utility vehicles (PUVs).

In its Memorandum Circular 2019-019, issued on April 15, the LTFRB moved to allow pet animals inside PUVs as long as the comfort and safety of other passengers are not sacrificed.

The circular amends a previous LTRFB order that outlines the terms and conditions for a franchise and provides penalties. 

The LTFRB previously disallowed the loading of animals of any kind, except for fowl, for the convenience, comfort and safety of passengers. 

The board issued the new directive following a public clamor to allow pets in PUVs and groups have consistently appealed for this cause. 

Pets can now be transported inside PUVs as long as they are put in carriers and cages and be placed at the “designated animal compartment” of the vehicle if there are other passengers.

LTFRB chairman Martin Delgra clarified that pets in carriages would be allowed within the PUVs’ passenger area, such as seats or other areas allowed by the operator.

Delgra said the circular was issued to address complaints that pets were disallowed in taxis even when there are no other passengers.

Owners are allowed to carry their pets as long as the animals are free from foul odors and if there are no other passengers, according to the circular. 

They would be responsible for maintaining cleanliness and sanitation, as well as for any damage that their pet may cause, the LTFRB said.

 The circular would take effect immediately after it is published in a newspaper of general circulation and filed before the University of the Philippines Law Center, according to the agency.
