Teen tags ‘rapist’ cop’s boss in sex for release

MANILA, Philippines — A drug suspect’s 15-year-old daughter, who accused a policeman of raping her, has said that her attacker’s superior officer was the first to offer to have sex with her in exchange for her freedom and that of her mother and sister.

In an affidavit obtained by The STAR, the girl said Police Officer 1 Eduardo Valencia and other policemen took them to a shanty following their arrest and told her that “his superior had an eye on her and that she and her relatives would walk out of the Manila Police District (MPD) Precinct 4 free if she would accede to his desire.”

A team from the MPD general assignment and investigation section went to Station 4, where Valencia was assigned, yesterday afternoon to identify Valencia’s superior.

Valencia and a team of policemen served a search warrant on the girl’s parents on charges of drug pushing.

Valencia “told me that if I agree with what his boss wants, which he said I already know, we could go home. But I told him that I don’t do it,” the girl said in her affidavit.

The girl added that she agreed to join them in a drinking spree.

“He told me that if I don’t agree with the first proposal, he has a second option and I could (just) go with him to his house,” she said. 

She said Valencia made her sign a piece of paper and then released her and her 20-year-old companion.

The girl said they were waiting for a ride home when Valencia arrived on a motorcycle. He told them to ride with him, dropped off her companion a few meters away, then sped toward the Rose Garden Motel in Old Sta. Mesa.

She said Valencia repeatedly raped her from 3 a.m. to 6 a.m. on Oct. 26, then gave her P100 for her fare home.

Meanwhile, the Child Rights Network slammed the war on drugs for emboldening police officers to commit crimes against children.

Valencia has denied the allegation, but downplayed it as a “practice” in the police anti-illegal drug operations.
