MANILA, Philippines — The National Bureau of Investigation will conduct a parallel probe on the fire that gutted the Manila Pavilion Hotel and Casino on Sunday morning.

Justice Secretary Vitaliano Aguirre II issued Department Order 160, dated March 19 but released only on Tuesday, that directs the NBI to "conduct investigation and case build-up over the fire incident at the Manila Pavilion Hotel.

The NBI is ordered to probe "whether there is criminal, civil, administrative culpability" from the government and from the owners, management and employees of the Manila Pavilion.

The Justice chief ordered the NBI to file appropriate charges against individuals found liable.

At least five were killed in fire that razed the hotel casino on Sunday morning.

According to the Bureau of Fire and Protection, the fire started at 9:49 a.m. and hit the hotel casino's ground floor to its seven floor. It took more than 24 hours for the firemen to declare the fire out, on Monday, 10:56 a.m.

Investigation is still ongoing to determine the cause of the blaze.
