Gov’t agencies told: Hold events at PICC
MANILA, Philippines - Malacañang has ordered government agencies to give preference for the Philippine International Convention Center (PICC) in Pasay City as a venue for their events.
In Memorandum Circular No. 14 dated Feb. 14, Executive Secretary Salvador Medialdea said while the PICC has “world-class” facilities and equipment and “professional staff,” the number of government events held there has declined “vis-à-vis the number of such held at privately owned establishments.”
Medialdea noted that under the 2016 revised implementing rules and regulations of the Republic Act 9184 or the procurement law, it is preferred that state agencies lease publicly-owned real property or conference venues from other government agencies.
“In the event the procuring authority would resort to privately owned real property or conference venue, the end-user shall justify that the same is more efficient and economical to the government,” the memorandum stated.
Malacañang also asked PICC to develop and offer special packages, discounts, and other incentives that should be competitive but not detrimental to its financial viability.
