DSWD official charged with sexual harassment

MANILA, Philippines – The Office of the Ombudsman filed sexual harassment charges against an official of the Department of Social Welfare and Development (DSWD) in Tacloban, Leyte with the Sandiganbayan yesterday.

In a two-page complaint, the anti-graft agency accused assistant regional director Jaime Padillo Eclavea of making sexual advances on a job applicant in 2011.

The Office of the Ombudsman said Eclavea “willfully, unlawfully and criminally demand, solicit or request sexual favors” from an encoder employed by the agency under the National Housing Targeting System.

When the alleged victim applied for as an administrative assistant under the Kapit-bisig laban sa Kahirapan – Comprehensive and Integreated Delivery of Social Services (Kalahi-CIDSS) program, Eclavea allegedly made sexual demands.

The Office of the Ombudsman said Eclavea asked the victim “to sleep with him in his lodging house” or he would not get the job.

The Office of the Ombudsman said Eclavea committed the alleged offense “by satisfying his carnal desires by embracing (the victim) and caressing his chest, belly and private parts.”

Graft probers said this “constitutes a pre-condition for hiring” the victim, which violates the Anti-Sexual Harassment Act of 1995.
