Top US generals say that they advised keeping American troops in Afghanistan to bolster the Afghan government and expressed concern that the Taliban has not severed ties with Al-Qaeda.

"I think that our credibility with allies and partners around the world and with adversaries is being intensely reviewed by them to see which way this is going to go and I think 'damage' is one word that could be used, yes," General Mark Milley, the chairman of the Joint Chiefs of Staff tells the Senate.

Milley says the Taliban "was and remains a terrorist organization and they still have not broken ties with Al-Qaeda," which used Afghanistan as a base to plot the September 11, 2001 attacks on New York and Washington. — AFP

A coronavirus state of emergency targeting nightlife in Tokyo and other Japanese regions will end this week, Prime Minister Yoshihide Suga says, as cases nosedive nationwide.

The emergency measures, which largely limit alcohol sales, restaurant opening hours and crowd sizes at large events, have been in place for much of the year, including during the Olympics.

Thai authorities on Tuesday rushed to protect parts of Bangkok from floodwaters that have already inundated 70,000 homes and killed six people in the country's northern and central provinces.

Tropical storm Dianmu has caused flooding in 30 provinces, with the kingdom's central region the worst hit, the Thai Disaster Prevention and Mitigation Department said.

The level of the Chao Phraya River —  which snakes through Bangkok after winding almost 400 kilometers from the north —  is steadily rising as authorities release water from dams further upstream.

Gunmen ambushed and killed a town councilor midday Monday while he was driving his car in Liloy, Zamboanga del Norte, police said.

The fatality was identified as Ernesto Manait Bihag Jr., 46, municipal councilor of Liloy town, said Police Brig. Gen. Ronaldo Genaro Ylagan, Police Regional Office-9 (PRO) director.

France's pharmaceutical giant Sanofi, which has lagged rivals in producing new generation Covid-19 vaccines, said Tuesday it had decided to halt development of an mRNA candidate and focus on another vaccine against coronavirus.

Despite positive results at phase one and two trials, the candidate will not go to the third and final phase, Sanofi said, as they believed it would arrive too late to market with 12 billion anti-Covid doses already due to be produced by the end of the year.

A councilor of Tacurong City, Sultan Kudarat succumbed to COVID-19 Monday, barely three months after the mayor died of the disease.

The 77-year-old Maximo Casador was a second-termer member of the Tacurong City council and was expected to seek reelection in the 2022 polls.

Allan Freno, city information officer, said Tuesday that Casador's remains had been cremated in keeping with state health protocols.
