C.S. Satheesha spells out "A-P-P-L-E" into his phone as he teaches remotely from the only place he can get a signal -- a treehouse in his back garden in southern India.

In the Kodagu district of Karnataka state, eight-year-old Shreeshma listens to Satheesha's WhatsApp voice notes on her mother's phone on her porch and repeats sentences such as: "This is a cat."

But in a country where schools have been shut for over a year, one of the longest shutdowns in the world, she and her fellow pupils are among the lucky ones.

According to UNICEF, only one in four children in India has access to digital devices and the internet.

Many families have sold belongings or taken out loans to buy smartphones for their children to continue their education.

Hong Kong stocks open slightly lower Thursday morning following a weak lead from Wall Street as investors absorbed below-par US jobs data while keeping tabs on China's next moves after embarking on a crackdown on a range of industries including tech.

The Hang Seng Index eased 0.14%, or 36.54 points, to 26,390.01.

The benchmark Shanghai Composite Index dropped 0.45%, or 15.50%, to 3,461.72, while the Shenzhen Composite Index on China's second exchange slipped 0.52%, or 12.86 points, to 2,452.75. — AFP

People who are not "Authorized Persons Outside Residence" will now be allowed to bring APORs to and from work, Police Gen. Guillermo Eleazar says.

Police announced on Wednesday that APORs would have to find ways to get to and from work because non-APORs will not be allowed to drive them. Police said public transportation will be operational anyway.

People have been flocking to malls in the city of Manila that have been designated as vaccination centers. According to reports by ABS-CBN News, some had lined up overnight to get a vaccination slot only to be told in the morning that not everyone will be accomodated.

Residents of Las Piñas also started lining up in the early morning of Thursday in the hopes of getting a vaccine dose, ABS-CBN News also reports.

The United States, which closed its borders to much of the world as the pandemic took hold, plans eventually to begin allowing fully vaccinated foreigners back in, a White House official said Wednesday.

President Joe Biden's administration, recognizing the importance of international travel, wants to reopen to visitors from abroad in a "safe and sustainable manner," the official said.

It is developing "a phased approach that over time will mean, with limited exceptions, that foreign nationals traveling to the United States -- from all countries -- need to be fully vaccinated," the official added, without specifying a timeframe.

The plan marks a tentative but significant evolution in the US approach to stemming the outbreak, with Washington stating as recently as July 26 that it would maintain restrictions on international arrivals, sidestepping European pressure. — AFP
