DepEd to review policies on public school districting

Manila, Philippines — The Department of Education (DepEd) has created a national technical working group (NTWG) to review and revise the current policies involving districting of public schools nationwide.

The NTWG, which will be chaired by Undersecretary for planning service Jesus Mateo, is tasked to propose appropriate revisions to the current organizational structure of the DepEd at the district level.

It will also determine the functions and delineation of positions in the school division offices and schools, including the school district supervisors, education supervisors and school heads.

The NTWG will evaluate the existing manpower complement and staffing standards that may affect the performance of functions at the school district level.

It will also facilitate consultations and orientations with stakeholders, as well as consult with field office members with regard to the proposed draft amendments to the districting policy.

According to Republic Act 9155 or the Governance of Basic Education Act of 2001, the regional director may establish additional schools districts within a schools division upon the recommendation of the schools division superintendent.

The schools district supervisor shall provide professional and instructional advice and support to the school heads and teachers, supervise curricula and perform other functions assigned by proper authorities.

The implementing rules and regulations of the law also stated that the schools district supervisor “shall primarily perform staff functions and shall not exercise administrative supervision over school principals, unless specifically authorized by the proper authorities.”

“The main focus of his/her functions shall be instructional and curricula supervision aimed at raising academic standards at the school level,” it added.

Undersecretary for field operations Revsee Escobedo and Assistant Secretary and officer-in-charge for the National Academy of Sports and District Operations Malcolm Garma will serve as co-chairs of the NTWG.
