LIVE: Senate probe into GCTA law, blocked release of Antonio Sanchez – Day 6
MANILA, Philippines — The senators hold the sixth joint hearing into the controversial Good Conduct Time Allowance on Thursday morning.
Sen. Richard Gordon’s committee on Justice and Human Rights still lead the investigation along with the Senate committees on Constitutional Amendments and Revision of Codes; Public Order and Dangerous Drugs; and Finance chaired by Sens. Francis “Kiko” Pangilinan, Ronald “Bato” Dela Rosa and Sonny Angara, respectively.
Last week, former acting Bureau of Corrections chief Rafael Ragos revealed some of the corruption activities inside the New Bilibid Prison.
The alleged corruption include sneaking of contraband, hospitalization and visitation privilege of inmates as well as kidnap-for-ransom scheme and gambling inside the NBP in exchange for money.
Previously, the senators tackled the “GCTA for sale” wherein officials tamper the good conduct credit of inmates to process their early release in exchange of cash.
The hearings also covered the pending release of former Calauan mayor Antonio Sanchez who was convicted for the rape and murder of University of the Philippines Los Baños student Eileen Sarmenta and her boyfriend Allan Gomez in 1993.
Sanchez was allegedly prioritized by the BuCor. Aside from these, the senators also questioned the role of BuCor in the release of almost 2,000 heinous convicts as well as the implementation of the GCTA law.
As part of the hearing in aid of legislation, senators would review the proposed amendment of the GCTA law, Prison Reform Act, Anti-Contraband in Prison Act, Professionalization of Prison Management Act, and Condition of the Jail and Prison Facilities, among others.
