COA affirms decision revoking PhilHealth bonuses
MANILA, Philippines — The Commission on Audit (COA) has affirmed its decision to issue notices of disallowance on the productivity incentive bonus paid to officials and employees of the Philippine Health Insurance Corp. (PhilHealth) in 2009 and 2012.
In separate decisions dated June 11 this year, COA Chairman Michael Aguinaldo and Commissioners Jose Fabia and Roland Pondoc said the bonus was granted without authority from the Office of the President as required by law.
In effect, the COA is demanding the return of the P22.45-million incentives granted to officials and employees of PhilHealth-National Capital Region (NCR) in 2009 and the P22.45 million to PhilHealth-Region 12 in 2012.
“Having attained finality, the assailed decision is immutable and unalterable and may no longer be modified in any respect,” the decision read.
“Even if the Petition for Review is to be decided on the merits, it will still be denied because the payment of productivity incentive bonuses to PhilHealth officers and employees lacked the requisite prior approval from the Office of the President,” it added.
