Comelec to fine poll bets for incomplete SOCE
MANILA, Philippines — The Commission on Elections (Comelec) will impose fines on candidates and political parties that will submit incomplete statements of contributions and expenditures (SOCEs) in connection with the May 2019 polls.
Based on Resolution No. 10505 dated Feb. 28, the Comelec said the administrative fine is P1,000 and that an incomplete SOCE submitted on or before June 12 will be considered “as not filed” at all.
According to the resolution, a SOCE is considered incomplete when any or all of the required documents are unsigned or not notarized; when it lacks details and entries in any or all the documents; and if there is a missing document and receipt.?The Comelec added that if a SOCE does not contain all the required information or does not conform with the prescribed form, it will also be rejected for being incomplete. ?The poll body has advised candidates and political parties to check the appropriate SOCE form and attachment forms in its website http://www.comelec.gov.ph/?r=CampaignFinance/CampaignFinanceForms.
