Senate to continue hearings on 2019 budget
MANILA, Philippines — The Senate finance committee will continue its hearings on the proposed P3.7-trillion national budget for 2019 despite the move in the House of Representatives to reject the money measure drafted by Malacañang.
Sen. Loren Legarda, committee chairperson, said the panel would proceed with the budget hearings as scheduled.
“When the House resumes hearings on the budget, we will be ready to receive the GAB (General Appropriations Bill). I am confident that the House will resolve these concerns in due time,” Legarda said.
Sen. Francis Escudero said the House has the prerogative to do what it wants with the GAB just as the Senate also has some concerns about the Department of Budget and Management (DBM)’s cash-based budgeting.
He is concerned that the proposal might affect the administration’s “Build-Build-Build” program as well as its ability to address both natural and man-made calamities as opposed to the previous obligation-based approach.
Senate President Pro Tempore Ralph Recto said he expects a compromise between Congress and Malacañang.
