Who's who: 5 mayors who lost police control over alleged drug links

MANILA, Philippines — The National Police Commission, in a resolution dated October 30, revoked operational supervision and control over the police from five mayors from the Southern Tagalog.

The Napolcom cited President Rodrigo Duterte's earlier pronouncement that the alleged involvement of local chief executives in the illegal drug trade is inimical to national security.

The resolution was signed by Local Government Undersecretary Catalino Cuy, PNP Director General Ronald Dela Rosa, Napolcom vice chairman and executive officer Rogelio Casurao, Commissioners Felizardo Serapio Jr., Zenonida Brosa and Job Mangete.

Cuy is officer in charge of the Department of the Interior and Local Government, to which the PNP is an attached bureau.

In August 2016, Duterte made public a narco-list that named several politicians and judges who allegedly have links to the illegal drug trade. A year later, a new list was submitted to Dela Rosa but the police chief has yet to make it public.

Who are these five mayors?

Lemery Mayor Eulalio Alilio (Batangas)

Alilio ran under the Liberal Party in the 2016 national and local elections.

His wife Cherry, a member of the Liberal Party, held the leadership of Lemery town from 2013 to 2016.

Alilio also ran and won in the 2010 elections but as a member of Lakas-Kampi, the party of Pampanga Rep. Gloria Macapagal-Arroyo.

He was not named in the August 2016 narco-list.

Tanauan City Mayor Antonio Halili (Batangas)

Halili won the 2010 and 2013 local elections under the banner of the Nationalist People's Coalition.

In 2016, Halili ran and won under the Liberal Party.

Halili had earlier been dubbed Tanauan City's version of Duterte for his campaign against illegal drugs, which included a "Flores de Pusher" walk of shame campaign in early 2016.

He was not in the August 2016 narco-list.

Teresa Mayor Raul Palino (Rizal)

Palino ran and won under the Liberal Party in the 2013 and 2016 elections.

In 2010, Palino ran for and was elected vice mayor of Teresa, Rizal.

Palino's name does not appear in the August 2016 narco-list.

Rodriguez Mayor Cecilio Hernandez (Rizal)

Since 2010, Hernandez has run for and won the mayoral race of Rodriguez under the Liberal Party.

He was likewise not in listed under the narco-list that Duterte read aloud in August 2016.

San Pablo Mayor Loreto Amante (Laguna)

Amante won the mayoral race in the 2016 under the United Nationalist Alliance.

He also won the 2013 polls under the same party but was with Lakas-Kampi in the 2010 polls, which he also won.

Amante was lincluded in Duterte's August 2016 narco-list.

Following the recommendation of the Napolcom, the agency on Wednesday also suspended yet another mayor's control over the local police, The Freeman in Cebu reported.

Police Regional Office 7 said that Ronda Mayor Mariano Blanco no longer has operational power over local police due to his alleged involvement in drugs.

Blanco won the mayoral position under the Liberal Party banner.

In 2013, however, he ran and won under the 1-Cebu party.
