The P1,000 assistance for people affected by the Enhanced Community Quarantine across the 'NCR Plus' area — Metro Manila as well as Rizal, Cavite, Laguna and Bulacan — is not enough, the Akbayan party says.

"With their huge budget and so much borrowed through loans, they are only giving P70 a day to each family?" Akbayan spokesperson RJ Naguit says in a statement.

He says families should be compensated for how much they would have earned had there been no lockdown. "P10,000 in financial aid for each family now!" he also says.

The Palace, in a briefing earlier Monday, said there is no more money for additional aid to those affected by the second ECQ.

The Department of Health recommends an extension of enhanced community quarantine in the Greater Manila Area due to the surge in COVID-19 cases.

Health Undersecretary Maria Rosario Vergeire says the DOH is looking at the one-week ECQ if the surge will slow down.

"As of now, we still do not have any data to support this, that we have to extend. But ideally, the ECQ should be at least two weeks," Vergeire tells ANC's "Matters of Fact" when asked if the Philippines should extend stricter quarantine restrictions after the country recorded more than 10,000 new COVID-19 cases for the first time.

Joey Concepcion, the presidential adviser for entrepreneurship, welcomes the timing of the reiterated lockdown, noting the economic activity is more muted during Holy Week.

In a news release, Concepcion says the plan should give the already burdened healthcare system a break.

He adds that the lockdown stresses the need to roll out the vaccination program more smoothly. "We really need these vaccines to come in. Hopefully, there will be no delays in the arrival of the vaccines, particularly with Novavax and Covaxin which we are helping our private sector access," Concepcion says.

Covaxin, developed in India, has already applied for emergency use authorization in the Philippines. Novavax's application, meanwhile, is still pending.

"As for AstraZeneca, expect no delays, we should get the arrival schedules soon. Moderna from the Razon group will be coming in the 3rd and 4th quarter," Concepcion says.

What's going to happen under the fresh lockdown?

  • House-to-house contact tracing.
  • No suspension of transportation, but will operate at limited capacity.
  • Longer curfew from 6 p.m. to 5 a.m.
  • No dine-in at restaurants.
  • No mass gatherings of more than 10 people.

The reimposed ECQ supersedes the earlier proclaimed "NCR+ bubble," which added restrictions to the more relaxed GCQ.
