The Bureau of Internal Revenue files a P168.2-million tax evasion complaint against Reyna Apolinario, Kapa Community Ministry International’s corporate secretary.

She is accused of committing wilful attempt to evade or defeat tax and failure to file return, supply correct and accurate information, pay tax, withhold and remit tax and refund excess taxes withheld on compensation for taxable years of 2017-2018.

The bureau notes that Apolinario’s beginning capital in 2018 ballooned to P306.9 million against declared income of P171,100 in 2017 and P206,578 in 2016.

Joel Apolinario and other officers of KAPA Community Ministry International again skip the preliminary investigation into a complaint filed by the Securities and Exchange Commission.

The SEC filed a complaint against Apolinario and the others for an alleged violation of the Securities Regulation Code, which limits the selling of securities to licensed entities. SEC has also flagged KAPA for operating a "Ponzi-like" scheme where donors of at least P10,000 are promised "blessings" of a 30-percent return on their donations each month.

Apolinario and the others are represented at the preliminary investigation by their lawyers.

The National Bureau of Investigation has filed syndicated estafa complaints against officials and agents of Kapa Community Ministry, which the Securities and Exchange Commission has flagged for allegedly running a "Ponzi-like" investment scam.

The fresh complaints come within days after KAPA founder and president Joel Apolinario, trustee Margie Danao, corporate secretary Reyna Apolinario and officers Marisol Diaz, Adelfa Fernandico, Moises Mopia, Catherine Evangelista and Rene Catubigan skipped a Department of Justice investigation into a violation of Republic Act 8799 or the Securities Regulation Code filed against them by the Securities and Exchange Commission. 

In a complaint filed on June 18, the SEC said the respondents violated Section 26 of RA 8799 that prohibits Ponzi scheme or an investment program that offers impossibly high returns.

The SEC said KAPA officials enticed its members to  donate at least P10,000 in exchange for a 30 percent ”blessing ”or ”love gift” for life.
