Complaints vs. former BOC chief Lapeña over 'vanishing' containers
The National Bureau of Investigation recommends the filing of a graft charge against former Customs Commissioner Isidro Lapeña—now head of the Technical Education and Skills Development Authority chief—over the "release of containers that were subjected to Manual Alert Orders by the Bureau of Customs."
The NBI investigation was prompted by 105 containers of ceramic tiles and other products that had "vanished" from the Port of Manila.
Lapeña, in March, had taken port operator Asian Terminals Inc. to task for releasing the shipments despite the alert orders.
He said then that the BOC had already recovered 85 of the containers that had slipped out.
The NBI also recommends an administrative charge of Gross Neglect of Duty and Grave Misconduct against the former Customs chief.
Charges are also recommended against a "John Doe."
