Conviction of Palparan in kidnapping, serious illegal detention case

More than two weeks since his conviction for kidnapping and serious illegal detention, former Army general Jovito Palparan has been transferred to a regular prison.

Palparan was transferred to the New Bilibid Prison from military detention on Wednesday night.

According to a report by ABS-CBN, Palparan spent Wednesday night at the Reception and Diagnostic Center of the New Bilibid Prison.

Bureau of Corrections Director General Roland Dela Rosa says that Palparan will have to go through a quarantine period of five days and an assessment process of 55 days.

Justice Secretary Menardo Guevarra clarifies Jovito Palparan Jr., retired Army general and convicted kidnapper, is still in military custody.

He said earlier Tuesday that Palparan "[had] already been committed from the AFP detention center to the [New Bilibid Prison]." 

The government has a copy of the Malolos, Bulacan RTC's commitment order but Palparan has yet to be transferred.  

Mothers of UP students Karen Empeño and Sherlyn Cadapan say the former Army general who has been convicted over their disappearances should serve his sentence in a regular jail.

"Not in a military camp, not in some special detention. We want him in jail, like any other criminal. Let him rot in jail," they say in a statement shared by rights group Karapatan.

"We are only two of the many families who are happy with the court's decision to convict Palparan. We are thankful that the courts recognized the truth in the testimonies of our witnesses, who have likewise suffered the same fate as our daughters," Karen's mother Concepcion Empeño says.
