The National Disaster Risk Reduction and Management Council reports that death toll due to Typhoon Karding, which reached super typhoon category when it made landfall, has reached 12.

In its situation report on Friday, the NDRRMC says it has so far confirmed two deaths and is verifying 10 reported killed due to the typhoon. 52 are logged as injured while six are reportedly missing.

The estimated damage on agriculture has also ballooned to more than P3 billion, the NDRRMC says.

Nueva Ecija Gov. Aurelio Umali announces the province has declared a state of calamity due to the effects of Typhoon Karding.

"The provincial government's priority is addressing the damage to the agricultural sector and to homes and the immediate resumption of power supply," he adds in Filipino in a statement on his Facebook page.

A declaration of a state of calamity authorizes the use of disaster response funds and imposes a price freeze on basic goods to prevent profiteering.

Supreme Court spokesperson Brian Hosaka says partial report submitted to the Office of Court Administrator showed that the courts in the areas affected by Typhoon Karding sustained no major damage except courts from Nueva Ecija including Cabanatuan City, which would need repairs.

"The Office of Court Administrator Villanueva is making sure that this will be done as soon as possible in order not to unduly disrupt court operations," he adds.

Typhoon "Karding" did not directly hit the Cordillera Administrative Region but around 139 families in four provinces sought refuge on safer ground, the social welfare department said.

In Abra, 156 people were affected by the temporary displacement. Ninety-four went to the evacuation centers while 62 stayed with relatives or neighbors.

In Benguet, 98 people left their homes, with 91 of them proceeding to evacuation centers.  Another seven stayed with relatives or neighbors.

In Kalinga, 180 people stayed with relatives and neighbors.

Five rescuers were killed in the Philippines after they were sent to a flooded village during a powerful typhoon, authorities said Monday, without releasing details on their cause of death. 

"They were deployed by the provincial government to a flooded area," says Lieutenant-Colonel Romualdo Andres, chief of police in San Miguel municipality, near Manila. — AFP

The Manila Public Information Office says that as of 2:15 a.m., a total of 2598 individuals or 653 families are seeking temporary shelter in nine evacuation centers in the capital.

The water level of the Marikina River, which had caused serious flooding in the past during severe weather events, rose to 18 meters past midnight on Monday.

Residents continued to evacuate as the typhoon nears Metro Manila, expected to bring torrential rains and storm-force winds.

Tropical Cyclone Wind Signal No. 5 has been raised over Polillo Islands and the extreme northern portion of Quezon (the northern and central portions of General Nakar, and the northeastern portion of Infanta), which means a very intense typhoon will affect the area.

Very strong winds of more than 185 km/h may be expected in at least 12 hours, PAGASA says in its 11 a.m. bulletin.

The Polillo Islands in Quezon province are under Tropical Cyclone Wind Signal No.4 due to Tropical Storm Karding while Signal No.3 has been raised over many areas in Luzon, PAGASA said in its 8 a.m. bulletin.

Areas under TCWS No.4 are at risk of strong winds, which could cause infrastructure damage, especially to structures made of light materials.

The following areas are under TCWS No. 3, where winds of 89 km/h up to 117 km/h may be expected within the next 18 hours:

  • The central and southern portions of Aurora (Dingalan, San Luis, Baler, Maria Aurora, Dipaculao)
  • Central and southern portions of Nueva Ecija (Bongabon, Rizal, Llanera, Science City of Muñoz, Guimba, Cuyapo, Talugtug, Nampicuan, San Antonio, Cabiao, San Isidro, City of Gapan, Zaragoza, Jaen, Licab, Quezon, Aliaga, Santa Rosa, San Leonardo, Santo Domingo, Talavera, Cabanatuan City, General Mamerto Natividad, Palayan City, Peñaranda, General Tinio, Laur, Gabaldon)
  • Bulacan
  • Eastern portion of Pampanga (Candaba, Arayat, Santa Ana, San Luis, San Simon, Apalit),

PAGASA says more areas were placed under Signal No. 2 due to Severe Tropical Storm Karding.

As of 4 p.m. Saturday, the center of Karding was found at at 475 kilometers east of Casiguran, Aurora or 520 km east of Baler, Aurora.

Moving west southwestward at 25 kilometers per hour, it has maximum sustained winds of 110 kph near the center and gustiness of up to 135 kph.

PAGASA says Karding  has intensified into a severe tropical storm while moving west southwestward. 

The center of Karding was found 660 kilometers east southeast of Tuguegarao City, Cagayan Cagayan or 595 km east of Casiguran, Aurora.

Moving west southwestward at 25 kilometers per hour, it has maximum sustained winds of 100 kph near the center and gustiness of up to 125 kph.

Signal No. 2 is now hoisted in the southeastern portion of Isabela (Dinapigue), the northern portion of Aurora (Dinalungan, Casiguran, Dilasag), and Pollilo Islands.
