CEBU, Philippines — Mandaue City Lone District Representative Emmarie “Lolypop” Ouano-Dizon led the turnover ceremony of the P10.5 million three-storey multipurpose building in Barangay Guizon.

It is a multifunction structure which could be utilized as a social hall and any indoor activities.

Ouano-Dizon said that the completed project was implemented on three phases wherein phase one started in 2021, phase two in 2022 and phase three in 2023.

Guizon barangay captain Jesus Neri Sr. said that the building will serve as the offices of the Senior Citizens, the Sanguniang Kabataan Council, Lupong Tagapamayapa, and will also be used for various functions to cater the barangay residents as he expressed his gratitude to the lady legislator for the said infrastructure projects.

The blessing of the new building was attended by Mandaue City Councilors Nerissa Soon-Ruiz, Atty. Joel Seno, Anjong Ouano Icalina, Department of Public Works and Highways 6th Engineering District and barangay officials.

In another development, the flood mitigating project of a portion of Butuanon River in Barangay Alang-alang which will have a budget of P40 million is set to start in June this year.

“Flood control and drainage improvement had always been our priority,” said Ouano-Dizon.

She said that 44 percent of the total infrastructure budget of her district to be implemented by DPWH goes to flood control and drainage projects while 12 percent is allocated for road asphalting as part of road maintenance in Mandaue City highways.

Ouano-Dizon also underscored she has set a plan to solve the flooding problem at A.S. Fortuna Street in Barangay Banilad once the road right of way issue going to the outfall in Mahiga Creek shall have been addressed by the local government.

“Dugay na ning problema sa baha sa Mandaue sa wala pa ko na kongresista. Gusto pod ta makatabang diha sa A.S. Fortuna nga side, sa Banilad. But we are waiting nga ma address ang right-of-way issues going to the outfall in Mahiga Creek. Gisugdan nana ug sulbad sa city kay ila mana nga jurisdiction. Hopefully, ma cleared so I can put funds from the General Appropriations Act para ana,” Ouano-Dizon added.

Another flood mitigating measures to be implemented by DPWH through the efforts of Ouano-Dizon is the construction of additional sheet pile structures for flood control at Tipolo River to improve the flow of drainage of the affected area, with a budget cost of P180 million.

Ouano Dizon together with Tipolo barangay captain Ramon Alimpangog, Neri, and Engr. Earl Escanuela of DPWH led inspection of the area where the pile sheets are to be installed.
