Cebu No. 1 in collection efficiency for local revenues

CEBU, Philippines — The Province of Cebu has topped among the 81 provinces of the country when it comes to collection efficiency of locally sourced revenues for fiscal year 2021.

This is based on the list released by the Bureau of Local Government Finance naming the Top Performing Provinces, Cities and Municipalities in   Local Revenue Generation.

According to BLGF, from the P585.66 million target collection of Cebu Province in 2020, it collected P834.92 million locally sourced revenue (LSR) or has 142.6% collection efficiency in 2021.

Second is Quirino Province with 23.7% collection efficiency; third is Aklan with 123.1% collection efficiency, followed by Capiz with 108% and Pampanga which ranked 5th with 103.7% collection efficiency.

Under the Year-on-Year growth in locally sourced revenues in fiscal year 2020-2021, Cebu Province ranked third after collecting P634.97 million LSR in 2020 and P834.92 million in 2021 or 31.5% year-on-year growth.

Cebu Province also ranked 10th when it comes to highest locally sourced revenues among all the provinces in the country for the year 2021.

Such feat, according to BLGF, is a collaborative effort of the Assessor’s Office and the Treasurer’s Office.

Among cities nationwide, Lapu-Lapu placed 7th under the collection efficiency of LSR in 2021 with 130.7% collection efficiency.

The BLGF has three performance areas in recognizing the top LGUs under the Province, city and municipal category. These performance areas are the Highest Locally Sourced Revenues (LSR); Collection Efficiency of LSR and Year-on-Year Growth of LSR.

The BLGF also launched the Local Revenue Generation Hall of Fame in recognition of the LGUs that have "attained exemplary performance in local revenue collection in the past three consecutive years in each performance area."

Among the hall of famers under LSR are the Province of Bataan, Rizal and Bulacan under the Province category; Quezon, Makati and Manila under the category; and Limay, Bataan, Cainta, Rizal and Carmona, Cavite under the municipalities category.

On the collection efficiency, the hall of famers are Capiz and Negros Oriental for the province category and Navotas for the city category.  — JMD (FREEMAN)
