CEBU, Philippines — The Cebu City Police Office (CCPO) has resumed rescuing mendicants and street dwellers starting on Wednesday following Mayor Michael Rama’s directive to keep vagrants off the streets.
CCPO deputy director for administration Police Lt. Col. Wilbert Parilla said all the rescued individuals are now sheltered at the NOAH Complex in the South Road Properties (SRP).
“Sugod sad kagahapon, duna na say directive, lain na sad na nga directive sa atong mayor nga ato sad gi suportahan kuyog gihapon ang mga ahensya sa diha sa city hall nga nag-conduct og rescue sa mga mendicants and sa kanang naa ra sa atong mga street dwellers para malimpyo sad atoang siyudad,” Parilla said.
Parilla said they are conducting profiling of the rescued mendicants and street dwellers. The city government also offered them assistance to return to their home provinces through the “Balik Probinsiya” program.
“Gi record na sad ni sila, para kadtong mga gusto na muuli sa probinsya, gitagaan nato og higayon nga makauli sa ilang mga probinsya. Gi-providan sila og tabang nga makauli sila sa ilang probinsya,” Parilla said.
Authorities admitted that one of the challenges in dealing with these mendicants and street dwellers is that several will go back to the city, build informal homes, and continue begging for alms on the streets.
“Mao na ang atong problema gihapon nga kani atong mga street dwellers, naay uban nga nag-balik balik nalang unya ang uban sad naa gyuy panimalay. Pariha kaniadtong naa ra jud silay panimalay pero ganahan ra jud nga anha sila sa kadalanan kay usahay makakwarta sila pinaagi sa pagpangayo,” Parilla said.
“So mao ni atong gibalik sa mga barangay unya ato na jud ning gi impose so depende gihapon ni sa atoang mando gihapon sa atong mayor sa iyang plano sa tanang mendicants nga ma rescue,” Parilla added.
Cebu City has an existing ordinance which penalizes mendicants soliciting cash and anyone who gives cash to them. City Ordinance 1631 or the Anti-Mendicancy Ordinance was passed in 2015. — Dominic I. Dilao and Chiel Martina Y. Condor, FPL (FREEMAN)
