LTO-7 gets 2 new registration units

CEBU, Philippines — After eight long years, the Land Transportation Office-7 has finally gotten the green light from its central office to open two additional New Registration Unit (NRU) offices in Central Visayas.

LTO-7 regional director Victor Emmanuel Caindec considered this as another achievement in the regional office and an additional legacy of President Rodrigo Duterte's administration.

Caindec has lobbied on this matter for almost two years now providing the proper study and analysis to get the initiative approved.

LTO's Do-It-Yourself (DIY) System aims to streamline the process of sales reporting and eliminate Request for System Updates (RSU) of buyers' information or motor vehicle details.

Through this system, an authorized representative of the dealer will directly report their vehicle sales to the LTO using the sales reporting facility without the direct participation of any LTO personnel.

LTO chief, Assistant Secretary Edgar Galvante, signed Office Order No. 2022-117 which authorizes LTO-7 to process applications for the initial registration of motor vehicles and the DIY Sales Reporting System.

The two additional NRU offices will be available at the LTO Cebu City District Office and LTO Mandaue City District Office to complement the existing Regional New Registration Unit (R-NRU) located at Subangdaku in Mandaue City.

Caindec said that the move seeks to put to rest some alibis of motorcycle dealerships of delayed new registrations due to "alleged" backlogs.

LTO-7 through R-NRU has been issuing zero-backlog certifications to inform clients of the completion of new registrations covering specific periods.

"While some dealers insist there are 'delays' even without proof to counter LTO-7's zero-backlog certifications, the opening of the two additional New Registration Unit offices at J Center Mall (Mandaue City) and Robinsons Galleria (Cebu City) seeks to further put to rest the alibis of delayed new registrations from LTO 7," said Caindec.

Earlier, Caindec also endorsed the resolution canceling the Manufacturer, Assembler, Importer, Rebuilder, Dealer and other Entities (MAIRDOEs) Accreditation of motorcycle dealership Premio allegedly for “abusing the system for the alleged delayed new registrations which can result in the termination of their access to the DIY system pending the approval of the LTO chief.” — GMR (FREEMAN)
