More personnel to catch protocol violators at Carbon

CEBU, Philippines —  To strengthen the monitoring on public’s compliance with safety protocols at Carbon Public Market, the Cebu City COVID Action Team (CCCAT) is deploying the Carbon composite team composed of personnel from Barangay Ermita, Market Operations Division and the police.

Councilor Phillip Zafra said the team will be tasked to monitor public order and safety in the city’s commerce areas such as the Carbon Public Market.

Carbon is the main priority considering that it is the biggest market in the city where people converge daily, even those not from Cebu City.

The team has identified other hotspots, though, such as the following streets: Plaridel, F. Gonzales, Leyson, Calderon, Lincoln, Manalili, Escaño, Uvoc, Lavo Seaside, Colon.

The other members of CCCAT are personnel from Prevention, Restoration, Order, Beautification and Enhancement, Cebu City Transportation Office, Cebu Environmental Sanitation Enforcement Team, Bantay-Dagat, Cebu City Anti-Mendicancy Office, and Task Force KASALIGAN.

The team will be divided into North and South clusters that will be roving from six in the morning until 12 midnight.

They will be gathered and briefed before deployment to all the barangays in Cebu City, specially to sitios and interior portions where residents are observed to be complacent.

“Ilaha i-apil ang information dissemination education kung unsa gud ka importante nga mopadayon ta og obserba sa basic health protocols, labi na gyud karon nga nisaka ang atong kaso. Hopefully, makakuha gud ta sa ilang cooperation through this composite team,” said Zafra.

CCCAT is also using Kaohsiung buses to transport violators to the designated holding areas such as Cogon Ramos Gymnasium in the North and Labangon Gymnasium in the South. There they will be lectured about their violations and the importance of following the regulations.

Before their release, they will also be made to render community service or pay a fine of 500 pesos.

“Ang amoa gud kay dili na mi gusto na maabot pa anang puntoha. Ang atoa lang untang katuyoan nga kung dili emergency, dili importante, dili lang pod ta maggawas-gawas karon. Unya observe lang gud sa atong basic health protocols,” said Zafra.

Zafra also emphasized that as much as possible, he wants the CCCAT enforcement personnel to practice maximum tolerance.

“Kutob sa atong mahimo exercise tag maximum tolerance, especially sa atong nakita nga pobre gud kaayo. Unya kaning essential, emergency patients, mo-consider ta,” he said.

“But then again, tan-aw nato nga abuso na gyud, kung tan-aw nato gi-disregard na gyud, dapat dad-on nato sila sa atong holding areas,” he continued.

CCCAT was formed way back 2020 when Cebu City was under enhanced community quarantine (ECQ) -- the strictest quarantine classification due to the city's alarming COVID-19 situation. It ceased its operation as the city eased restrictions but is now back in action as the city is reverted to modified enhanced community quarantine (MECQ) status. — Sly Anthonette E.
