CSC catches CH workers playing, doing makeup

CEBU, Philippines — Some workers at the Cebu City Hall were caught playing mobile games and having makeup sessions during a surprise visit by personnel of the Civil Service Commission led by Commissioner Aileen Lourdes Lizada Tuesday.

Mayor Edgardo Labella immediately ordered the Human Resource Development Office and the City Legal Office to look into the CSC findings but also said the new administration is still in transition and those caught, strictly, may not be employees of the city just yet.

“You know, some of them may not be employees yet. They are asking for employment. No appointment yet and it’s understandable that people want to work with the city government,” Labella said yesterday.

“We’re just less than two months in office. We are in the transition period. Expect a more strict implementation of our policies in the office,” he added.

In an interview with TV Patrol Central Visayas, Lizada said she does surprise visits to government offices because she wants to know what kind of service public servants give the people.

“To the public, sa mga pumupunta sa government, it is high time that you assert kasi may nakita kami na may nag-de-demo pa… hindi ko alam kung lotion. Tapos doon sa likod, makikita mo ang employees ng gobyerno na nagpa-sample ng makeup but the others are patiently waiting outside, holding their folders and waiting to be served (To the public, you must assert when you go to government offices because we saw workers doing a demo… I dunno if it was for a lotion. At the back, we saw employees doing make-up samples while the public is waiting in line waiting to be served),” Lizada said. 

She warned public workers against playing online or mobile phone games and spend time on social media during office hours.

Atty. Ariel Bacatan, assistant regional director of CSC-7, said the pieces of evidence will be forwarded to the government agencies concerned to help them police their ranks.

“Commissioner Lizada provided us copies of the videos and photos and her instruction was to furnish these copies to the agencies concerned and let the agencies act on these things. We will let the agencies deal with this problem kay ilang empleyado man,” Bacatan told The FREEMAN.

“We will furnish this to the agency and the agency concerned will determine the identity of the workers who were caught during the surprise visit,” Bacatan added.

Bacatan urged all state workers, especially those providing frontline services, to be sensitive to the needs of the clients of government.

While saying that there is no perfect agency, he said the workers should be reminded to be on their toes all the time. — JMO (FREEMAN)
