COSAP tells tanods to submit papers

CEBU, Philippines —  The Cebu City Office for Substance Abuse Prevention (COSAP) told barangay tanods to submit their papers for the processing of their monthly honoraria before June 5.

This after numerous barangays failed to submit the necessary documents for the processing of their allowance from the city government amounting to P4,000 per month.

COSAP head Garry Lao said that there is a need for the barangays to submit their papers before the incoming administration assumes office so that there will be no pending workload under his office.

"Atong giawhag ang tanang barangays to submit all the reports from January to May kay we have to process their papers kay kutob nalang mi June 30, kaming mga casual," he said.

Lao is an appointed office head of outgoing Cebu City Mayor Tomas Osmeña. Once the new administration assumes office on June 30, Lao may not be the head of COSAP anymore due to the change in the city’s elected officials.

During the term of Osmeña, COSAP was tasked to accept and compile all the documents needed for the honoraria of barangay tanods to be submitted to the City Accounting Office for releasing.

Record shows that for the month of January, out of 80 barangays, only 48 have completed the documents and for February only 69 barangays complete the requirements.

For the month of March, COSAP was able to process the documents of 49 barangays.

Of the 49 barangays, tanods from 38 barangays can claim their allowance from the city government in the City Hall, starting yesterday.

These are barangays Adlaon, Malubog, Guba, Bacayan, Apas, Lahug, Kamagayan, Parian, Budlaan, Luz, Kasambagan, Day-as, Pit-os, Pulangbato, Agsungot, Paril, Sto. Niño, Taptap, San Roque, Ermita, and Lorega San-Miguel.

Also included are barangays Pung-ol Sibugay, Duljo-Fatima, Pamutan, Sudlon 2, Pahina-San Nicolas, Buot, Sudlon 1, Bulacao, Tisa, Sawang Calero, Tagba-o, Poblacion Pardo, Suba, Buhisan, Basak-San Nicolas, Kinsang-an, Tabunan, and San Nicolas Proper.

The tanods of 11 barangays have already received their honoraria earlier this month.

Since last week, COSAP began processing the honoraria of tanods from 13 barangays that were able to submit the requirements for the month of April.

Lao said most of the barangays failed to submit the requirements on time due to the lack of the barangay payroll signed by the head of the committee on budget and finance.

The submission of the barangay payroll is just one of the requirements asked for by COSAP. Other requirements include daily time record (DTR), individual accomplishment report, authority to serve, and consolidated report made by the chief of tanod.

"On our level, dili sa atoa ang fault ngano naa'y mga barangays nga walay process. Sa barangay ang kulang kay dili kompleto ang ilahang documents. That is why, I urged them to keep their records complete to speed up the processing," Lao said. — BRP (FREEMAN)
