CEBU, Philippines — Cebu City Councilor David Tumulak, who heads the council committee on public order and safety and who is the deputy mayor over police matters, has commended the cops who participated in the operation in Barangay Tisa that netted P39 million drugs over the weekend.

“Can you imagine, P39 million worth of shabu og naa pani sa atong barangays? Daghan kaayo ang mangaboang. So, pasalamat ta sa kada usa nga police nga misalmot sa operation.  At least, also to boost the morale of our police,” Tumulak said.

Today, he is expected to present the matter in the council for approval.

He said the successful operation of police authorities served as a warning to drug personalities that the city government and Philippine National Police (PNP) have worked hand in hand in order to suppress illegal drugs.

Tumulak urged the barangays to continue their campaign against illegal drugs, saying it is not easy to eliminate the problem abruptly, as it needs collaborative efforts between concerned offices.

He added he is also in favor of drafting an ordinance over the regulation of dormitories, apartments, and other boarding facilities owners in accepting renters or tenants.

“We will try because naa nama’y public consultation prior to the approval of the ordinance to get the sentiments of the concerned parties, uyon ta ana nga naa’y ordinance. Ato nang planohan,” he said.

This came after Cebu City Police Office Director Royina Garma said the city government should make an ordinance that would mandate owners to do a background check on the renters.

Cebu City Vice Mayor Edgardo Labella also commends the police for their recent performance.

“We have to congratulate the police for this big haul, close to P40 million. We should trust the police, they are doing their job and we should always give them our support,” he said.

The Cebu City Police Office, for its part, has advised barangays to initiate regulating mechanics to evaluate those who may want to rent in apartments and lodging houses, as a preventive measure for eluding drug personalities.

Garma made the suggestion following the recent drug haul in Barangay Tisa where Jeffrey Jade Cabaron, who was renting an apartment at P10,000 per month despite being jobless, was arrested.

"I would advise the barangays na magkaroon ng mekanismo when it comes to accepting boarders. Hindi ba sila nagtataka na nakakabayad ng cash advance at may sasakyan kahit walang trabaho," she said in a press conference.

This to prevent drug personalities from jumping from one place to another - making it a challenge for cops to track them.

Chief Inspector Regino Maramag Jr., chief of the Pardo Police Station, said that it took them three months to trace the suspect.

Cabaron, who originally hails from Barangay Suba, jumped residences.

Maramag said Tisa is not under their area, but they crossed boundaries in order to make sure they will not lose track of the suspect.

Garma said that it has been her directive for cops not to limit their operations just because the suspect has crossed boundaries.

She said Cabaron is the bodegero or the one that stores illegal drugs and sells a hundred grams per transaction.

"Siya ang nag-store and may pumupunta para kumuha," she said.

In addition, Garma pointed out that the drugs seized from Cabaron, was a low-grade shabu due to its "yellowish light brown" pigment substance.

"What is unique is the color, may pagka-yellowish na na light brown, ang substance which is similar sa profiling ng most of the drugs na nakukuha sa Luzon," she said.

She said drugs from Luzon may have reached Cebu, since the Toyota Vios recovered from the suspect is also registered in Manila. (FREEMAN)
