Lone bidder for P35 million equipment rental awarded

CEBU, Philippines —  The Cebu City Bids and Awards Committee (BAC) has declared Geo Transport and Construction Inc. as the winning bidder for the P35-million rental of heavy equipment needed in the hauling of the city’s garbage.

 

The budget, which was sourced from the city’s Department of Public Services, was set aside for the rental of 11 dump trucks and 10 compactor trucks from November to December this year.

The city has allocated P124 million for this year’s rental scheme.

Aside from being the lone bidder, BAC head Ronaldo Malacora said the firm has complied with all the necessary bidding requirements.

A public bidding for the program was held earlier this month, he said.

BAC’s Technical Working Group (TWG) looked into the three types of bidding documents for the eligibility of the bidder. These are legal, technical and financial.

For the legal documents, the supplier should be registered with the Philippine Government Electronic Procurement System (PHILGEPS), has a tax clearance, business permit, Bureau of Internal Revenue (BIR) registration, among others.

The technical documents contain the information that the supplier has entered a rental contract before, while the financial documents should prove that the supplier is financially capable.

Malacora said the terms of reference is still the same with the previous rental contract wherein the heavy equipment shall be running for the full 24 hours.

The rented trucks will collect trash in the barangays to the private transfer station.

The government’s role is to monitor the service provider’s operations.

The city government started the program in October last year to improve the city’s daily garbage collection. — KBQ (FREEMAN)
