Online tax clearance for bidding now nationwide

MANILA, Philippines — The Bureau of Internal Revenue (BIR) announced that it is now implementing nationwide its online system for securing a tax clearance for bidding purposes after the successful pilot test in selected revenue offices last year.   

“Few months after it successfully rolled out its Electronic Tax Clearance for Bidding Purposes and Tax Compliance Verification Certificate (eTCBP-TCVC) in selected revenue offices, the BIR has implemented the said online application to cater all taxpayer-applicants nationwide,” the BIR said.  

Taxpayer applicants for the eTCBP-TCVC can access the documentary requirements on the BIR website.   

 Applications, along with other documentary requirements should be submitted to the BIR centralized email address:  using the prescribed template in its Revenue Memorandum Circular 121-2020.   

Applicants who are non-large taxpayers, however, can only apply for TCBP upon securing the Tax Compliance Verification Certificate (TCVC) as a pre-requisite requirement, which shall also be electronically filed through another BIR centralized email address.  

“With the nationwide implementation of this online application, revenue offices all over the country will be able to fast track the processing and be more efficient in releasing tax clearances for bidding purposes,” Internal Revenue Commissioner Caesar Dulay said.   

“We are encouraging all taxpayer-applicants to avail of this option, along with our other online services, to avoid the further spread of COVID-19,” he said.  

The online system was first implemented in November last year for taxpayers registered in revenue offices in Quezon City, East-NCR, Cebu, and Davao.   

Agencies under the Department of Finance fast-tracked their digital transformation programs last year in keeping with social distancing measures enforced amid the pandemic and to improve tax administration at a time when collections may take a hit because of limited economic activity.
