Laguna, Quezon water districts seek partners for bulk supply

MANILA, Philippines — The San Pablo City Water District in Laguna and the Dolores Water District in Quezon are seeking joint venture (JV) partners for the P103.43 million Lumbo Spring Bulk Water Supply Project, the Public-Private Partnership (PPP) Center said. 

The two water districts collaborated in forming a JV project with the private sector to address the need for additional water supply for their respective service areas.

The Lumbo Spring Bulk Water Supply Project involves the finance, construction, operation, and maintenance of a bulk water facility with the following components: source development, pipe-gap installation, provision of 6.9 kilometer transmission lines of Balanga spring source to San Pablo expansion area, and supply of 10,000 cubic meters per day to San Pablo City Water District (SPCWD) and 2,000 cubic meters per day to Dolores Water District (DWD) throughout the concession period.

The solicited JV project has a 20-year concession period. The project follows the procurement process pursuant to the revised guidelines and procedures for entering into joint venture agreements between government and private entities approved by the National Economic and Development Authority (NEDA).

“The water supply project will help improve the service delivery and address the increasing demands of water supply due to the booming population and tourism, industrial and commercial sectors in the areas,” the PPP Center said.

The project cost includes the estimated capital expenditure of the private sector proponent amounting to P88.493 million based on 2019 prices, and the contribution of SPCWD and DWD amounting to P14.938 million  representing the initial cost of the pipe lines, valves and fittings.

This excludes the cost of land or project site donated for the project.

Interested private sector participants have until Jan. 10 to purchase the invitation documents which includes instructions to private sector participants  and project information memorandum.

Meanwhile, prospective private sector partners may apply for eligibility and submit a proposal to finance, construct, operate and maintain the bulk water projects to the Joint Venture Selection Committee on or before Jan. 13 according to the supplemental bid bulletin dated Jan. 3.

All eligible and non-eligible bidders will be notified on Jan. 29. All eligible bidders shall then be issued with tender documents starting Feb. 4 upon payment of a non-refundable fee of P100,000.
