DOTr sets deadline for compliance of all airports requirements

MANILA, Philippines — The Department of Transportation (DOTr) has set a deadline for all proponents of unsolicited regional airport proposals to comply with government requirements to pattern their offers with the Clark International Airport concession agreement as it targets to endorse all existing proposals to the National Economic and Development Authority (NEDA) by next month.

“They were all given initially seven days to revise, whether with OPS (original proponent status) or not. But at this point, they have all resubmitted and were again returned with comments and revisions with varying deadlines,” Transportation Undersecretary for aviation Manuel Tamayo told The STAR.

“Nonetheless, all of them are given by DOTr a certain period within which to submit,” he said.

Tamayo said the agency hopes to clear and endorse to the NEDA’s Investment Coordination Committee (ICC) all the other unsolicited proposals for regional airports within this month, or by next month at the latest.

So far, Aboitiz InfraCapital Inc.’s unsolicited proposal to upgrade, operate and maintain the Bohol-Panglao International Airport and Chelsea Logistics Holdings Corp.’s unsolicited offer for the development, operation, and management of the Davao International Airport have been endorsed by the DOTr to the NEDA ICC.

DOTr’s endorsement means the revised offers were compliant with the government’s requirement to pattern the project’s concession terms with that of the Clark International Airport following the agency’s evaluation and review.

Both Chelsea and Aboitiz InfraCapital were awarded with the OPS for their respective proposals.
