NGCP taps ancillary services from 2 Visayas diesel plants

MANILA, Philippines — The National Grid Corp. of the Philippines (NGCP) has procured ancillary services (AS) with two diesel plant operators in the Visayas to ensure grid stability and reliability amid tight power supply in the region.

NGCP has signed separate five-year ancillary services procurement agreements (ASPA) with Panay Power Corp., which operates a 7.5-megawatt (MW) diesel plant in Aklan, and Toledo Power Co., which owns the 4x1 1.45-MW diesel power plant in Cebu.

The grid operator certified both power facilities as capable of providing AS in the forms of dispatchable reserve and reactive power support, while the Toledo plant can also provide black start support (BSS).

AS is necessary to support the transmission of capacity and energy from resources to loads, while maintaining reliable operation of the transmission system in accordance with good utility practice and the grid code.

It is a system requirement to ensure grid system reliability, security and affordability of power supply.

Under the ASPA with Panay Power, the generator will supply dispatchable reserve services of up to 6.4 MW at an equivalent rate of P0.0063 per kilowatt-hour (kwh) and reactive power support at P0.001 per kwh.

Meanwhile, the ASPA with Toledo Power requires the power company to provide up to 40 MW of dispatchable reserve services, reactive power support and up to 40 MW of black start support.

Indicative rate impact of these AS amount to P0.384 per kwh for the dispatchable reserve, P0.0025 per kwh for the reactive power support and P0.0001 per kwh for the black start support.
