DOTC allocates P50M for anti-colorum campaign

MANILA, Philippines - The Department of Transportation and Communications (DOTC) has allocated close to P50 million as it goes ‘high-tech’ in its anti-colorum campaign against public utility vehicles, particularly buses plying major routes in the metropolis.

In a request for expression of interest, DOTC is inviting interested parties to join the bidding for the technology-based bus information system and anti-colorum enforcement sensor network project.

The agency is spending P48.5 million to award a consulting contract services for the project. The budget would be sourced from the General Appropriations Act for calendar year 2013.

The winner would conduct system design, software development, and system integration for the technology-based bus information system and anti-colorum enforcement sensor network project.

The bidding is limited to companies that are at least 60 percent owned by Filipinos.

DOTC said the agency’s Bids and Awards Committee would adopt the non-discretionary ‘pass-fail’ criteria and the bids would be evaluated using the quality-cost based evaluation or selection procedure.

The BAC would come up with a short list of five prospective bidders based on their applicable experience with a weight of 50 percent, qualification of personnel with 30 percent, and capacity based on current workload with 20 percent.

Interested bidders have until Oct. 29 to submit their eligibility documents.

As early as May, the DOTC and the Land Transportation Franchising and Regulatory Board (LTFRB) announced plans to resort to modern technology to solve wide-ranging issues caused by the illegal operations of buses and other public utility vehicles.
