MANILA, Philippines — Ikinatuwa ng Commission on Human Rights (CHR) ang tuluyang pagkakasabatas ng Republic Act 11862 o ang Expanded Anti-Trafficking in Persons Act of 2022, bagay na nagpapalawak sa mga proteksyon laban sa naturang krimen.

Sa isang pahayag na inilabas, Lunes, sinabi ni CHR executive director Jacquelyn Anne de Guia na makakatulong ang batas sa pagprotekta ng buhay at karapatan ng tao.

“CHR commends the government's efforts to build stronger and more efficient mechanisms to protect the rights and life of marginalised sectors, especially women and children as they are the most vulnerable to human trafficking,” ani de Guia kanina.

Ang bagong batas ay naglalayong panagutin ang mga "internet intermediaries" tulad ng social media platforms, banking at e-commerce sa kahit anong kasangkutan sa human trafficking, sinasadya man o hindi.

Pinapanagot rin ng bagong batas ang mga "financial intermediaries" tulad ng mga bangko at credit card companies kung ito ay magiging instrumento sa pangangalakal ng tao.

Mahigpit na ring ipinagbabawal ng bagong batas ang produksyon at distribusyon ng mga pekeng pasaporte at birth certificates na gagamitin sa human trafficking.

Iniuutos din nito ang daliang pag-aksyon ng mga law enforcement agencies sa mga matatanggap nitong mga ulat ng possibleng paglabag sa batas.

"The new legislation also enforces heavier sanctions when the crime is committed during a crisis or disaster, a public health concern like a pandemic, humanitarian conflict, emergency situation, or when the trafficked person is a survivor of a disaster or a human-induced conflict," dagdag pa ni De Guia.

"As duty bearers, we extend our support to implementing agencies to ensure greater shared responsibility in putting an end to this method of exploitation and abuse."

Nilagdaan ni dating President Rodrigo Duterte ang RA 11862 noong June 23. Inamyendahan nito ang RA 9208 o ang Anti-Trafficking in Persons Act of 2003. — Philstar.com intern Jomarc Corpuz
