QCPD: 51 pulis na COVID-19 positive nag-duty pa rin noong SONA
MANILA, Philippines — Kinumpirma ng Quezon City Police District na nagpositibo sa nakamamatay na COVID-19 ang pagkarami-raming pulis na itinalaga para magtiyak ng seguridad noong State of the Nation Address (SONA) ni Pangulong Rodrigo Duterte.
Kanina lang nang sabihin ng Quezon City local government na umabot sa 82 kawani ng QCPD Station 3 ang nahawaan ng COVID-19. Ang problema, nakuha pa magtrabaho ng 51 sa kanila kahit na naka-quarantine sila dapat bago lumabas ang resulta ng kanilang test.
"118 of Police Station 3 participated in our SONA deployment, and then 51 of them were tested positive. But take note, the test was made on July 23. So the SONA was on July 26. So the test was three days before the SONA," ani Police Brig. Gen. Antonio Yarra, QCPD district director, sa isang briefing, Miyerkules.
"And then the result came our yesterday and today [this morning]."
Nangyari ito kahit na ihinarap sa pulis ang mga nagprotesta noong ikahuling SONA ni Digong nitong Lunes. Gayunpaman, inilinaw ni Yarra na kalat-kalat ang mga nag-duty na COVID-19 positive. Ibig sabihin, hindi lahat ay humarap sa mga protester.
Una nang sinabi ni City Epidemiology and Disease Surveillance Unit chief Rolando Cruz na 161 personnel sa station 3 ang tintest, habang 79 sa kanila ang nagnegatibo.
'Asymptomatic lahat, panay vaccinated'
Narito ang vaccination status ng unang 48 na nagpositibo sa mga nag-duty, ani Yarra:
- fully vaccinated (37)
- may isang dose (1)
- bineberipika pa (10)
"At least... 85 to 95% of our personnel are fully vaccinated. So fully vaccinated 'yan, and we ensured that during our deployment for SONA," depensa ni Yarra nang tanungin ng reporters kanina.
Ilag naman si Yarra nang tanungin kung positibo na ang mga pulis bago ang SONA, kahit na nakuha na ang specimen mula sa 51 na nagpositibo bago pa noong Lunes. Sa specimen na 'yon nanggaling ang positive result.
"[H]indi natin maco-conclude 'yan. Because we know for a fact na 'yung transmission, that can be evident after five days after close contact from a positive patient kung nahawa ka. So hindi pa natin masabi ano, we're still coordinating with the City Health Office," dagdag niya.
"For the conduct of the RT-PCR before the SONA, I think that is not part of the procedure because they are all 100% healthy and they are not showing any symptoms for the COVID virus and... most of them fully vaccinated."
Protocol breach, pag-expose sa publiko sa COVID-19
Ikinainit ng ulo ng mga militante ang pagde-deploy ng Philippine National Police (PNP) ng mga COVID-19 positive na pulis, lalo na't posibleng in-expose nila ang sarili sa mga protester, preso at publiko kahit na naka-quarantine pa sila dapat.
"[T]hey violated health protocols when they allowed the deployment of police whose test results had not come out. that is very basic. dapat may managot sa QCPD for that major blunder," ani Renato Reyes Jr., secretary general ng Bagong Alyansang Makabayan, sa panayam ng Philstar.com.
"[T]hey exposed their own police, possibly the detainees at the precinct and the people in their communities.... PNP Chief Eleazar should take action regarding the QCPD lapses."
Mino-monitor pa naman daw ng BAYAN ang health situation ng mga lumahok sa SONA protest. Susunod naman daw sila sa existing protocols ng swab testing. Ibig sabihin, magpapa-test agad sila kung makararanas ng sintomas o na-expose sa confirmed case.
'Paglabag iyan sa RA 11332'
Ayon naman kay Bayan Muna Rep. Ferdinand Gaite, napaghahalataang resolbadong harangan ng gobyerno ang mga protesta, dahil kahit 'yung mga dapat na naka-isolate ay idineploy pa.
"Panay ang babala nila sa mga gustong lumahok sa rally eh sila pala ang numero unong super spreaders. Iyan ang malinaw na labag sa batas, sa R.A. 11332, which they very often use wrongly against civilians, dahil sa kasong ito malinaw na suspected carriers ng virus itong mga pulis na ito pero dineploy pa rin nila," ani Gaite.
"Heads must roll. Hindi na nga dapat nila hinarangan ang rally dahil may napagkaisahan na ang LGU at organizers na rally site, not only did they block the march, they blocked it with virus-carrying cops."
Tumutukoy ang Republic Act 11332 sa Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act. Pwedeng pagmultahin ng hanggang P50,000 at/o pagkakakulong na hanggang anim na buwan ang lalabag dito.
Hindi pa naman tumutugon ang Department of Health at si PNP spokesperson Brig. Gen. Ronnie Olay kung quarantine protocol breach ang nangyari, at kung may pananagutin.
