MANILA, Philippines — Aprub na kay Pangulong Rodrigo Duterte ang pagsasampa ng mga kasong kriminal at administratibo laban kina dating PhilHleath President at CEO Ricardo Morales at iba pang senior officers ng ahensya kasunod ng isinagawang imbestigasyon ng "Task Force PhilHealth."

Ang balita ay kinumpirma ni Duterte sa isang televised meeting ng Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Lunes ng gabi.

"The foregoing notwithstanding the task force recommends that the President strongly admonish and remind the chairman and members of the board of a grave consequence of their action or inaction to PhilHealth fund to the government and its coffers and to the interest of the ordinary people who rely on PhilHealth assistance," ani Duterte.

"Negligence exhibited by certain officers by the PhilHealth executive committee gives rise to both administrative and criminal liability."

Haharap si Morales at iba pang opisyal ng PhilHealth para sa diumano'y paglabag sa Republic Act 3019 o Anti-Graft and Corrupt Practices Act, malversation of public funds at iligal na paggamit ng pondo publiko at ari-arian, gross misconduct at gross neglect of duty sa ilalim ng Civil Service rules.

Damay din ang ilang opisyal para sa paglabag ng National Internal Revenue Code kaugnay ng kanilang kabiguang mag-withold ng buwis sa tuwing naglalabas ng pera sa ilalim ng Interim Reimbursement Mechanism (IRM).

Ang IRM ay pondong ibinibigay sa mga ospital para mahayaan silang makatugon sa krisis pangkalusugan lalo nang may pandemya ng coronavirus disease (COVID-19).

Maliban kay Morales, haharap sa patong-patong na mga kaso ang mga sumusunod, ayon sa isang Facebook post ni presidential spokesperson Harry Roque:

  • Arnel De Jesus (PhilHealth COO at executive vice president)
  • Jovita Aragona (Senior Vice President, chief information officer) 
  • Renato Limsiaco Jr. (Senior Vice President on Fund Management Sector)
  • Israel Francis Pargas (Senior Vice President on Health Finance Policy Sector)

Kasama rin sa mga haharap sa reklamo si "OIC [Calixto] Gabuya" at isang "Crisostomo," na hindi pa tinukoy ang buong pangalan.

Tumatayong chairperson ng PhilHealth board si Health Secretary Francisco Duque III dahil sa kanyang posisyon sa Department of Health (DOH) ngunit hindi nasama sa listahan ng layong panagutin sa batas.

"[W]hile the board chairman and members exhibited negligence... their careless approval of ICT procurement, the ratification of IRM—baka ito 'yung advanced fund release on March 2020 — and the consent of the modification of judgement in court adjudicated cases and negligence is somehow mitigated by active concealment of the vital documents and information and the apparent misrepresentation by those who had sought the board’s approval," dagdag pa ni Duterte.

Inaasahang maglalabas ng mas malinaw na pahayag hinggil sa isyu ang Department of Justice (DOJ) sa Martes pagdating sa ulat na isinumite sa presidente.

Samantala, binabalaan din at pinaaalalahanan ng task force si Duterte na balaan at paalalahanan si Duque at iba pang miyembro ng board ng mga kahihinatnan sa kanilang mga pinaggagagawa at hindi ginawa sa PhilHealth fund lalo na't dito umaasa ang pagkarami-rami pagdating sa health insurance.

Dagdag pa ni Duterte, kahit na naaawa siya sa PhilHealth officers ay nararapat pa rin silang litisin upang mapasinungalingan ang mga reklamo sa korte.

"Filing [will] either [be] with the Office of the Ombudsman (for the administrative or criminal complaints) or with prosecutors (for criminal complaints) and with the PhilHealth (for administrative complaints), depending on the crime committed and/or the rank of the respondent," wika ni Justice Undersecretary Markk Perete sa mga reporter. — James Relativo at may mga ulat mula kay Kristine Joy Patag
