Duterte taksil, palasuko sa pag-aming 'inutil' sa West Philippine Sea — grupo

MANILA, Philippines — Bagama't hindi na nagulat, nakatikim ng bira mula sa ilang militanteng mangingisda ang Pangulong Rodrigo Duterte matapos diretsahang amining "inutil siya" sa pagtatanggol ng West Philippine Sea, dahilan para hayaan ng presidente ang Tsina sa pag-ookupa ng ilang teritoryo sa loob ng exclusive economic zone (EEZ) ng bansa.

Sa ika-limang State of the Nation Address (SONA) kasi ni Duterte, inamin niyang wala siyang magagawa para mabawi ang mga sovereign rights na in-award ng The Hague arbitral ruling sa Pilipinas noong 2016.

"China is claiming it. We are claiming it. China has the arms. So, it is simple as that. They are in possession of the property, we do not have it," ani Duterte.

"So what can we do? We have to go to war and I cannot afford it. Maybe some other president can, but I cannot. Inutil ako diyan, sabihin ko sa inyo. And I'm willing to admit it. Talagang inutil ako
diyan. Wala akong magawa."

Pero ayon kay PAMALAKAYA chairperson Fernando Hicap, 'di naman kailangang magkagyera para ipagtanggol ang territorial waters kontra Tsina. Kilalang pumapalag sa Asian giant ang Vietnam at Indonesia pero 'di ito nauuwi sa digmaan.

Sari-saring kaso na ng harassment ang nararanasan ng mga Pilipinong mangingisda sa West Philippine Sea mula sa Chinese authorities at fishermen, kasama na riyan ang pagpapalubog at pag-abandona sa laot ng 22 sakay ng Gem-Ver 1 sa Recto Bank noong ika-9 ng Hulyo, 2019.

"Nobody wants to have a war with any country. What we demand is justice and for the rights of Filipino fishers to be respected in our own territorial waters," wika ni Hicap, Martes.

"We can have that sans armed confrontation, only political will from the government and devotion to advance the interest and welfare of the sovereignty and people."

Sa talumpati ni Duterte kahapon, sinabi niyang hindi siya maaaring magpadala ng Marines sa coastal shores ng Palawan, na malapit sa West Philippine Sea.

Oras na gawin daw kasi niya 'yon, maaari raw "mapasabog ang lahat" ng cruise missle, hindi pa man nakapaglalayag: "Alam mo, unless we are prepared to go to war, I would suggest that we better just call off and treat this, I said, with diplomatic endeavors," patuloy ni Duterte.

Pero hindi raw simpleng diplomasya ang ipinakikita ng presidente sa sitwasyon ayon kina Hicap, ngunit pagigiing sunod-sunuran kina Chinese President Xi Jinping.

"Apparently, Mr. Duterte is submissive to foreign powers as reflected not only by his foreign policies to China, now with an open declaration of puppetry and treason," panapos ni Hicap.

'In possession ang Tsina? Hindi ah'

Kinastigo naman ng abogado at dating Solicitor General Florin Hilbay ang mga sabi-sabi ni Duterte kahapon, sa dahilang mali-mali raw ang detalye na sinabi sa kanyang SONA speech.

Ayon kay Hillbay, hindi porke hawak ng Tsina ang ilang bahagi ng West Philippine Sea ay kontrolado na ng huli ang kabuuan ng nasabing dagat.

"WRONG. We already have legal title to WPS bec we won in Phils v. China. The world agrees," saad pa ni Hilbay.

"China is in illegal possession of some features, not entirety of WPS. Phil military still patrols WPS."

Ilang linggo pa lang ang nakalilipas matapos magpakita ng suporta ng Estados Unidos sa sovereign rights ng Pilipinas sa mga likas-yaman ng West Philippine Sea, bagay na binalewala ng Beijing.

Giit ng Tsina, pinalalaki lang ng Amerika ang sitwasyon sa rehiyon sa dahilang "nireresolba" naman daw nila nang mapayapa ang mga hindi pagkakasundo.

"While firmly safeguarding its territorial sovereignty and maritime rights and interests, China has been committed to resolving disputes through negotiation and consultation with countries directly involved, managing differences through rules and mechanisms, and achieving win-win results through mutually beneficial cooperation," sabi ng Embahada ng Tsina sa Maynila.
