7 anti-terror bill protesters arestado sa UP Cebu sa 'paglabag ng quarantine'
MANILA, Philippines — Huli sa Lungsod ng Cebu ang pitong indibidwal matapos maglunsad ng "Black Friday Protest" laban sa anti-terrorism bill na kapapasa lang sa Kamara at Senado.
Umaani ngayon ng batikos ang nasabing panukala sa dahilang magagamit daw ito hindi lang sa terorista ngunit pati sa mga kritiko ng gobyerno.

Biyernes nang umaga nang dakipin ng Philippine National Police (PNP) ang mga nabanggit sa Unibersidad ng Pilipinas-Cebu kahit bawal ang basta-bastang pagpasok ng pulis sa campus sa ilalim ng Soto-Enrile Accord.

Sa panayam ng media kay Police Lt. Col. Melbert Esguerra, deputy city director for administration ng Cebu City Police Office, bawal ang isinagawa ng grupo dahil nasa general community quarantine pa rin ang lungsod.
"Unang una, nasa kwan pa tayo eh, general community quarantine (GCQ). Ganoon pa rin, 'yung mga bawal sa labas," sabi ni Esguerra, na umaming warantless arrest ang nangyari.
"Wala namang purpose sa quarantine pass 'yung mag-rally."
Walo ang inaresto sa nasabing insidente ngunit hindi raliyista ang isa sa kanila, ayon sa ulat ng Banat News.
Makikita sa video na ito si Dyan Gumanao, correspondent ng Aninaw Productions, na hinahabol ng mga non-uniformed personnel na sumakay sa sasakyan ng PNP-SWAT.

Nang gisahin ng media, hindi makapagkomento si Esguerra kung totoong hindi naka-uniporme ang mga arresting officers.
Maliban kay Gumanao, arestado rin ang mga sumusunod ayon sa Tug-Ani, student publikasyon ng UP Cebu:

- Joahanna Veloso (National Union of Students in the Philippines)
- Al Ingking (alumni ng UP)
- Bern Cañedo (UP Cebu student council vice chairperson)
- Dyan Gumanao (Kabataan party-list Cebu)
- Nar Porlas (Anakbayan UP Cebu)
- Janry Ubal (Food Not Bombs Cebu)
Nakapiit ang mga nabanggit sa Camp Sotero Cabahug, Cebu City Police Office. Ayon naman College Editors Guild of the Philippines (CEGP), naiipit pa rin sa loob ng campus ang nalalabing nagproprotesta at hinihintay diumano ng mga pulis lumabas para "arestuhin din."

Kahapon lang din nang maglunsad ng kilos-protestang ang libong raliyista sa UP Diliman kahapon dahil din sa anti-terrorism bill, habang nagpapatupad ng "social distancing."
Walang inaresto sa kanila kahit nasa GCQ din ang Quezon City at nasa loob din ng ibang UP unit.

Usapin ng Soto-Enrile Accord
Nangyari ang pang-aaresto kahit merong kasunduan sa pagitan ng UP at gobyerno na hindi basta-basta maaaring pumasok ang pulis o militar sa nasabing unibersidad, kahit na meron pang operasyon.
Narito ang ilang sipi sa Soto-Enrile Accord, na dumaan kina dating Defense Secretary Fidel V. Ramos at dating UP President Jose V. Abueva:
"Prior notification shall be given by a commender of an AFP, PC-INP, or Citizens' Armed Force Geographical Units (CAFGU) unit intending to conduct any military or police operations in any of the U.P. campuses in the constituent universities of U.P. Diliman, U.P. Manila, U.P. Los Banos, and U.P. Visayas, or in any of the regional units in Baguio, San Fernando, Tacloban, Miag-ao and Cebu, to the U.P. President, or the Chancellor of the constituent university, or the Dean of the regional unit concerned, or their respective officers-in-charge in the event of their avbsence, when the situation so warrants."
Pinapahintulutan lang ang pag-pasok ng militar, pulis o CAFGU sa UP kung may "hot pursuit" at iba pang uri ng emergency. Maaari ring tawagan ng UP president, UP chancellor o UP dean ng ang tulong ng PNP at PNP.
"Members of the AFP, or the PC-INP, or the CAFGU shall not interfere with peaceful protest actions by U.P. constituents within U.P. premises. U.P. officials shall be deemed responsible for the behavior of their students, faculty and employees in such activities."
Pero depensa ni Esguerra, walang mali sa kanilang ginawa: "On the principle of hot pursuit," wika ng PNP official.
