'Anti-terror bill,' sertipikadong urgent ni Duterte

MANILA, Philippines — Sinertipikahan na bilang "urgent" ni Pangulong Rodrigo Duterte ang panukalang batas na aamyenda sa kasalukuyang anti-terrorism law na umiiral sa bansa.

Sa isang sulat kay House Speaker Alan Peter Cayetano, sinabi ni Digong na pinapapaspasan na niya ang House Bill 6878 sa Kamara para mapatindi ang government efforts kontra terorismo.

"I hereby certify to the necessity of the immediate enactment of House Bill No. 6875... top address the urgent need to strengthen the law on anti-terrorism in order to adequately and effectively contain the menace of terrorist acts for the preservation of national security and the promotion of general welfare," sabi ng presidente.

"It is certified urgent bill para matapos ito bago mag-recess ang Congress before June 5," ani Cayetano sa isang vritual briefing.

Una nang naipasa ang counterpart nitong Senate Bill 1083 sa Senado, bagay na inangkop ng Kamara.

Binabatikos ang HB 6875 dahil sa probisyong "warrantless arrest," 60-90 araw na surveillance, malawak na depenisyon ng terorismo at 12-taong pagkakakulong ng mga "mag-eenganyong" gumawa nito kahit 'di direktang lumahok sa terorismo.

Tinanggal din sa panukala ang P500,000 kada araw na danyos perwisyos na ibinabayad kung napatunayang inosente ang inarestong terrorist suspect.

"Terorismo" na ring ituturing ang mga gawaing makakapinsala o makapapatay sa tao kung ginagawa ito para "impluwensyahan sa pamamagitan ng paninindak ang gobyerno."

Kung maipapasa, maaaring parusahan nang pang-habambuhay na kulong na walang piyansa ang mga mapatutunayang lalabag dito.

Pinalagan naman ng grupong Bagong Alyansang Makabayan (BAYAN) ang maniobra ni Duterte, lalo na't isinabay pa ito sa coronavirus disease (COVID-19) pandemic.
