Development in the hands of the people

Akong nakuykoyan (ni Leo pa) kining usa ka article sa Philippine Rural Reconstruction Movement (PRRM), dated July 17, 2002 (PDI), giulohan ‘Building rural capacities for sustainability,’ atol sa pagsaulog sa ilang 50th anniversary.

Matud nila, atong kutluon: “Development, is to be meaningful, should benefit majority of the people. In a country like the Philippines, development if it should take place where it counts most: the rural areas.”

Tinuod, kon maghisgot kita og kaugmaran, kinahanglan ang maka-benepisyo niini, primarily mao ang kinabag-ang hut-ong sa katawhan, ang rural communities. Kay ang ato gud nga mga development efforts, gi-concentrate man lang sa mga dakbayan, dili piksan ang countryside. Hinungdan nga naghuot na ang dakbayan, contributing much sa problema sa trapiko. 

Ang philosophy sa PRRM: “People empowerment for sustained economic and social growth,” kay matud nila, only by empowering people, only by putting development in the hands of the people can a country sustain any development effort.”

Natural, kon dili nato i-involve ang katawhan sa kaugmaran ug pagpadagan sa gobiyerno, sama pananglitan sa budgeting, dili kita maka-sustain sa tinguha pagpalambo sa ekonomiya ug sa social development sa tibuok nasud.

Mangita unta og mga pagi ang gobiyerno to attract investments in the countryside, sa side sa private sector, ug mga public initiative sa side sa gobiyerno, aron ang katawhan dili na kinahanglan  molungsod pa nganhi sa mga dakbayan aron pagtuman sa ilang mga public obligations, sama sa pagbayad sa buhis, o paglukat og business permit ug pagpakisayod unsay mga bag-ong tulomanon sa SSS  o GSIS, ubp.

Ang PRRM milagda og lima ka approaches, o strategies to rural reconstruction: 1. Social development; 2. Economic development; 3. Environmental protection and natural resource management; 4. Governance; ug 5. Institutional development.

Mahimo kaayo ni nila, uban sa atong cooperation. Pananglitan, bahin sa environment, unsa may atong ikatampo aron magpabiling lunsay ang atong palibot? Ania ang google: ”Citizens can contribute to environmental protection and natural resource management by reducing waste, conserving resources, and supporting sustainable practices.

“This includes recycling, reusing, and composting, as well as choosing sustainable products and reducing energy consumption. Advocacy for environmental policies and community involvement in conservation efforts are also crucial, according to the Forest Stewardship Council.”

 Duna ba ta niini sa atong nasud? Lagmit nalakip na kini sa kaakohan sa DENR.

By the way, unsa man ning PRRM? It is a private, nonstock, not for profit organization engaged in the design and implementation of community and habitat development across the country. Sa ato pa, dili negosyo.

Tuyo’ niini, aron nga ang katawhan sa countryside makabaton og arang-arang nga panginabuhi o better life. Gitukod kini sa tuig 1952, sa mga civic-minded nga lungsoranon in “education, government, and business.”

Nahimo kining labing daku ug “most significant non-governmental development organization in the country.”

 Ang mga miyembro sa nagkalainlaing chapter organizations sa tibuok nasud, naglakip sa mga professionals, academicians, businessmen, government personnel, ug local government officials.

PRRM started small, with volunteers of young college graduates, who were paid token allowances, hangtud nga nahimo nang professional organization, nga gipadagan na sa mga eksperto  kaugmaran.
