Village chief flagged for ‘illegal’ disposal of chicken entrails

CEBU, Philippines — The Cebu City Environmental and Natural Resources Office (CCENRO) has issued a notice of violation against a poultry farm owned by Paril barangay captain.

Villas Poultry and Dressing Services in Barangay Tampiao, Compostela town in northern Cebu was found violating Republic Act 9003 or The Ecological Solid Waste Management Act of 2000, which prohibits the transporting and dumping in bulk of collected domestic, industrial, commercial and institutional wastes.

The prescribed penalty is not less than P10,000 but not more than P100,000 or imprisonment of six years or both await the violator.

The notice was issued on January 27, three days after receiving the complaint.

The farm’s owner, Neresa Doncillo, was directed to explain in writing why the chicken entrails were thrown into the garbage truck assigned to haul trash from the mountain barangay of Paril.

The truckload of chickens’ internal organs were brought to the city’s transfer station in Barangay Inayawan last Friday.

CCENRO has set a technical conference on February 5 to shed light on the issue, which was brought to its attention after former Apas barangay captain Ramil Ayuman posted videos about the incident on Facebook.

Lawyer Junine Aragones, CCENRO chief, earlier said the internal organs of animals are special wastes and cannot be thrown into any landfill.

The disposal of innards, he said, was illegal.

The CCENRO chief said the poultry farm owner should have hired a private hauler to properly dispose the innards into a waste treatment facility.

Moreover, he said the use of city-owned garbage truck for disposal of farm wastes was also a violation.   KQD (FREEMAN)
