Sen. Tulfo ug Gov. Garcia nagtigi bahin sa CSBT

CEBU, Philippines — Giinsister ni Senador Raffy Tulfo nga adunay kalapasan nga nahimo ang Cebu North Bus Terminal (CNBT) partikular na sa pagpabayad sa CR didto maong pasilidad.

Si Tulfo sa niaging bulan mihimo og kalit nga inspeksyon sa CNBT kon diin usa sa iyang nasayran ang pagpayad sa CR, ug mga guba na nga kahimanan sama sa electric fan, pushcarts ug uban pa.

Matud ni Tulfo sa tigom sa Committee on Public Service didto sa Senado nga  diin siya ang nangulo, ang gihimo sa CNBT nga gidumala sa Probinsya sa Sugbo kalapasan sa RA 11311 kon “An Act to Improve Land Transportation Terminals, Stations, Stops, Rest Areas and Roll-On/Roll-Off Terminals, Appropriating Funds Therefor and for Other Purposes.”

Ubos sa maong balaod, gidili ang pagpabayad sa mga pansayan sa mga public terminal, gawas lang kon adunay “separate” nga “well-appointed’ o deluxe sanitary facilities nga nag operate alang sa commercial purpose.

“I shall be unlawful to collect fees from passengers for the use of regular sanitary facilities therein. For the purpose of this Act, the concerned passenger must show the paid bus ticket for the day in order to avail of the free use of sanitary facilities,” pagbasa sa section 5 sa maong balaod.

“Provided, however, That the provisions of this Act shall not apply to separate, well-appointed or deluxe sanitary facilities that are operated solely for commercial purposes and for the convenience of passengers who require and prefer such facilities within land transport terminals, stations, stops, rest areas, and RORO terminals,” dugang pagbasa sa probisyon sa RA 11311.

Matud ni Tulfo nga kon basehan ang maong balaod, klaro nga adunay kalapasan ang CNBT nga gidumala sa kapitolyo.

“So what it means is hindi dapat maningil, pero doon sa probisyon na iyon pwde silang maningil pag maglagay sila ng another facility meaning CR if premium service na inoffer. Halimbawa, CR na may aircon, pababayaran mo yan kasi premium service yan eh, pero dapat mayroon ding Cr na libre. Si Loumer Bernabe, ang Executive Director sa Land Transportation Franchising and Regulatory Board (LTFRB) nagkanayon nga mimando na siya sa director sa LTFRB-7 nga moluwat og show cause order kalabot sa “findings” ni Tulfo, kun diin adunay ipahigayon dayon nga hearing.

Si Gobernador Gwendolyn Garcia kinsa una nang misaway sa gihimo ni Tulfo, nagkanayon nga ang senador entitled sa iyang kaugalingong opinion sayop man dili.  “He is entitled to his opinion, right or wrong.
