“Causing any undue injury to any party, including the Government, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence. This provision shall apply to officers and employees of offices or government corporations charged with the grant of licenses or permits or other concessions,” pagbasa sa section 3(e) sa Republic Act 3019.
Matud ni Villa nga ang pamahayag sa BAI nga aduna nay mga kaso sa ASF sa ubang bahin sa Probinsya, nakahatag og negatibo nga epekto sa hog industry sa lalawigan.
“Because of this sweeping allegations that there is an ASF outbreak, nobody is going to buy, and naturally our economy is going ot be affected and there is a possible shortage..” matod ni Villa.
“We believe that the actions of BAI especially those statements that does not even have the numbers, it is not even clear how many pigs has been affected in a particular place, we believe in violation of Republic Act 3019 particulary section 3 (e)..” matod ni Villa.

Butyag ni Villa nga niadtong weekend didto sila sa dakbayan sa Carcar kon aron pagkuha sa affidavit sa mga hog raisers kansang mga baboy gipangkatay subay sa kamandoan sa Department of Agriculture -Bureau of Animal Industry (DA-BAI).
Matud ni Villa makaluluoy ang mga namuhi og baboy, sama sa usa ka Overseas Filipino Worker (OFW) nga may kapin 80 ka baboy nga binuhi, aduna ray tulod nga adunay sintomas sa sakit, ang uban himsog pa, apan tungod kay may na-detect nga ASF diddto sa Carcar, gipangpatay tanan nilang mga baboy, hinungdan nga nagproblema karon ang tag-iya sa maong baboyan.
Si Gobernador Gwendolyn Garcia nagkanayon nga ang gihimong lakang sa BAI, nakaapektar sa hog industry sa Probinsya sa Sugbo.
“…Our pork industry continues to thrive then suddenly they sabotage it by such statements, claiming test results done under dubious circumstances with certainly questionable methodologies. But we will not allow you Bureau of Animal Industry to sabotage the hog industry of Cebu and to sabotage the economy of Cebu,” matud ni Garcia.
Dugang ni Garcia nga ang protocol sa BAI pag-ihaw sa mga baboy sulod sa 500 meter radius bisan og himsog pa kini aron malikayan ang pagkatap sa ASF, nahimo na sulod sa pipila ka tuig apan hangtod karon wala pa gihapon mapugngi ang pagkatap sa maong sakit. “If that (culling) is the most effective way, why is it that after four years…and four years you’re still claiming that ASF is here and you’re now including Cebu. So, how can that be effective? But it’s the most effective way of reducing our local meat produce,” matud sa Gobernador.
Samtang ang PORK Producers Federal of the Phils. Inc. (ProPork) niawahg pud sa BAI nga i-reevaluate ang “culling protocol” niini tugnod sa epekto sa maong polisiya sa hog industry. Matud ni Rolando E. Tambago ang President sa ProPork nga ang nasud nawad-an og dili momenus singko milyones ka mga baboy dili lang tungod sa impeksyon sa ASF apan tungod sa culling protocol sa DA-BAI.
“The BAI existing protocol of culling even healthy pigs within 500-meter radius which caused farmers panicking contributed to this loss of the hog inventory,” matud ni Tambago.
Nabalaka sila nga kun kini magpadayon posibleng adunay “massive supply shortage” sa baboy nga posibleng makaapekto sa retail price sulod sa duha hangtod tulo ka bulan gikan karon. (BANATNEWS)
