Comelec may not pay entire P1.8B for PCOS machines

The Philippine Star

MANILA, Philippines - The Commission on Elections may still refuse to pay the entire P1.8 billion for the acquisition of the precinct count optical scan (PCOS) machines, Commission on Elections chairman Sixto Brillantes Jr.

In a TV interview, Brillantes said they would still have to determine whether the  glitches of 258 PCOS machines out of the 78,000 used in the polls could be traced to errors on the part of Smartmatic.

"We have only paid 10 percent of the entire acquisition price and we may not pay the entire amount if we can show that the problems and defects were from Smartmatic," Brillantes said.

The Supreme Court has upheld the legality of the Comelec's purchase of the PCOS machines, which were used in the 2010 polls under a lease agreement.
