Delay, or something else?

Something stinks. This always-overflowing and stinking dumpster of an establishment is in plain view in a street in an uptown barangay. An Ear source said it violates at least two city ordinances and he called a city office to ask the establishment to remove it, or remove it themselves.

The office promised to remove the dumpster, but that was five months ago. The source said the first time he followed up the office said they lacked personnel to do it. The second time; their vehicle was being repaired. The third time; they are still working on the registration of the vehicle so it can run in the city streets. Now he wonders if the city office intends to act on his complaint at all.
